The pricing is based on the amount of users in the system weather they are bookable, active or archived. Some clients have managment teams access all of the data for reporting and overview etc, other clients allow their entire team use the system and some clients choose to just have a handful of people with access.
We don't differentitate on how you want to let your users/resources interact with Hub Planner as that is a business decision we leave to you.
So all users you add to the system are counted towards your resource count.
